Belén Pablos Panés

Head of Public and Regulatory Law

Belén is specialised in Public and Regulatory Law and has ample experience in Administrative and Corporate Law. She is head of Public and Regulatory Law in the department of Transport Infrastructures, Energy, Engineering and Construction at ITER Law.

She has advised the main national economic agents and multinational companies as well as public administrations, on public procurement, infrastructures, energy (electricity, gas, hydrocarbons and renewable energies), railway sector, ports and occupation of public domain.

She has a degree in Law and Business from the Universidad Pontificia de Comillas -ICADE- (2000-2005) and holds a Master in Energy Law from the Spanish Energy Club (Club Español de la Energía), having been top of her class.

Belén has a broad academic experience as a teacher of Public Procurement and Expropriation in the Master of Access to Law from the Universidad Autónoma de Madrid (UAM). She imparts lessons on Public Procurement in the Local Council of Alcobendas in partnership with the Centre of Social Responsibility of the Madrid Bar Association (Ilustre Colegio de Abogados de Madrid (ICAM)). And she has tutored trainees from the Master of Access to Law from ICADE.

She has authored legal-scientific publications in professional journals (Diario La Ley, Wolters Kluwer) and various chapters in collective works (Tirant Lo Blanch, Civitas, Thomson Reuters).

Prior to joining ITER Law, Belén has developed her professional career in the law firms Medina Cuadros Abogados, CMS Albiñana & Suárez de Lezo and PriceWaterhouseCoopers (PwC).

She is member of the Public Procurement Observatory (ObCP) and of the Madrid Bar Association (ICAM).
